WASHINGTON, D.C. -- The CIA is analyzing a purported terrorist videotape obtained in Pakistan in which a disguised man claimed to be from the United States and warned of a coming wave of violence against America, according to U.S. intelligence officials and sources familiar with the contents of the recording.

The hourlong tape contains markings that indicate it was produced by Al-Qaida, makes reference to recent events, including bloodshed in Sudan, and contains warnings that U.S. "streets will run with blood," officials and sources said.

U.S. intelligence and law enforcement officials said that they had not been able to verify the authenticity of the recording, and that authorities did not have any information linking it to plans for a specific attack.

"We don't yet have a positive ID on the speaker," said one U.S. intelligence official, who spoke on condition of anonymity. The official added that the speaker's face was almost completely covered by a head scarf and dark glasses.

"He may or may not have been born" in the United States, the official said. "But he does say in the tape that the United States is the country of his origin and he speaks English."

The tape was first obtained over the weekend by ABC News in Pakistan, according to Jeffrey Schneider, vice president of the network's news division in New York. He declined to elaborate on the source of the recording, but said ABC provided a copy to the CIA and the FBI.

Awaiting word

Because the tape had not been authenticated, Schneider said the network had no immediate plans to broadcast it. "It would be grossly inappropriate for a news organization to go ahead and air a tape like this without confirming its authenticity," he said.

At a time when every major news report has a possibility for influencing an unusually tight presidential election, the network is placed in the unusual position of having other news organizations report on the tape in its possession while ABC has not. "Until it's confirmed, it's not a story," Schneider said, "and if it is confirmed, then we're a news organization and we report news."

On the tape, the speaker identifies himself as "Assam the American" and refers to Osama bin Laden and his top deputy, Ayman al-Zawahiri, as "our leaders," sources said. The speaker appears before a blue backdrop to avoid yielding clues on where the recording was made.

A U.S. intelligence official said the tape "appears to be released by Al-Qaida's media organization" because it contains a banner attributing the recording to the Sahab production committee, an organization that has been behind previous recordings released by the terrorist network.

"The content of the video is classic Al-Qaida propaganda, in terms of anti-U.S. ideology," the intelligence official said. He added that the CIA believes the tape was made as recently as late summer because of references to recent events, including "same-sex marriage legislation" in the United States and the 9/11 commission."

A man describing himself as an American member of al Qaida warned on a video tape, broadcast today, that the nation will be attacked “at any moment”.

The man, hidden by a headscarf and holding a gun, said “the streets of America will run red with blood” in the 75-minute tape, obtained by ABC News.

The CIA said the tape “appears to have been produced by al Qaeda’s media organisation” although the agency could not authenticate it.

NEW YORK -- Fox News Channel television host Bill O'Reilly and a former producer of his talk show have agreed to settle their legal dispute over her allegations of sexual harassment, O'Reilly's lawyer announced Thursday.

Andrea Mackris had claimed O'Reilly made a series of explicit phone calls to her, advised her to use a vibrator and telling her about sexual fantasies involving her.

O'Reilly actually sued Mackris hours before her case was filed Oct. 13. The talk show host said he was fighting an extortion attempt, that Mackris and her lawyer demanded $60 million in "hush money" to make the case quietly go away.



O'Reilly, who's married, is host of the top-rated prime-time cable news program -- and he's seen his ratings go up by 30 percent since the case was filed.

O'Reilly's lawyer, Ronald Green, issued a statement Thursday saying both sides "regret that this matter has caused tremendous pain, and they have agreed to settle. All cases and claims have been withdrawn, and all parties have agreed that there was no wrongdoing whatsoever by Mr. O'Reilly, Ms. Mackris, or Ms. Mackris' counsel, Benedict P. Morelli & Associates."

Mackris' lawyer did not immediately return a telephone call seeking comment.

Green's statement also said he and O'Reilly "withdraw any assertion that any extortion by Ms. Mackris, Mr. Morelli" or his law firm occurred.

"Out of respect for their families and privacy, all parties and their representatives have agreed that all information relating to the cases shall remain confidential," Green's statement said."

Rudy Giuliani Remark Rankles Iraq Families

"No matter how you try to blame it on the president, the actual responsibility for it really would be for the troops that were there. Did they search carefully enough?" he said on NBC's "Today" show.

That rankled Eleanor Kjellman, an Air Force veteran whose son is an Army reservist in the Mideast.

"That was such a demoralizing, destructive statement for Rudolph Giuliani to make. Once again they (the troops) are scapegoats for the administration's failures," she said at a Democratic protest before a planned appearance by Giuliani in Bedford.

As Kjellman was speaking out, Giuliani was at a GOP event in Gilford. There, he said that in blaming Bush for the missing explosives Kerry was implicitly blaming the troops.

The peculiar thing about myths is that even the most farfetched can be nearly impossible to extinguish. This is especially so when there is a vested interest in some quarters in keeping them alive.

Like many Americans, I have recently heard a great deal of misinformed talk about a so-called "secret plan" to bring back the draft. This plot is so secret that it doesn't exist. Neither our commander in chief nor the secretary of defense knows anything about it. That's because it simply is not true.

Let me be even more emphatic on that point. To my knowledge, in the time I have served as secretary of defense, the idea of reinstating the draft has never been debated, endorsed, discussed, theorized, pondered, or even whispered by anyone in the Bush administration.

When asked about it, the president has flatly rejected the idea. Similarly, the chairman of the Joint Chiefs of Staff has said a draft is not needed or desirable. And the U.S. House of Representatives voted down a bill to reinstate the draft by a resounding 402-2 just three weeks ago.

Yet, based on absolutely no actual evidence, partisans, conspiracy mongers and troublemakers are attempting to scare and mislead young Americans by insisting that a draft is coming. This is mischief-making masquerading as a serious policy debate. It is shameful.

This entire deceit is underhanded and just plain wrong. Unfortunately, regrettably, inexcusably, thanks to the available transmission belt in the media, it seems to be working. One recent opinion poll suggests that about half of America's young people surveyed believe that President Bush favors reinstating the draft.

I take this issue seriously and personally. As a member of Congress in the 1960s, I was one of the first to support an all-volunteer force. I know the inequities and the problems — for both our society and our military — associated with compelling people to serve against their will in the armed forces.

Quite beyond the draft's inequities and inefficiencies, the United States simply does not need a draft. America has about 295 million people and some 2.6 million serving in the active and reserve components of our military. We don't need compulsion to attract and retain the people we need to serve our country.

As it stands today, the active Army and Marine Corps continue to exceed their recruiting goals despite the high pace of activity. Retention is also doing well. Particularly striking are reenlistment rates for units that have deployed overseas. Of the Army's 10 active duty divisions, nine are exceeding re-enlistment goals by 5 percent or more.

The United States is so fortunate that every day so many brave and talented young men and women willingly sign up to serve their country, knowing full well — just from watching the nightly news — the dangers and sacrifices involved.

Each one is a volunteer, and if it happened that we were to not have enough people to serve, all we would have to do is what any other organization would do — and that is increase the incentives and make military service a more attractive option for the best and brightest young people.

There is stress on our forces — but not because of any shortage of uniformed personnel.

For example, there are over 1 million soldiers in the active Army, Army Reserve and National Guard. Of those, less than 12 percent are actually deployed to the Iraq and Afghanistan theaters. And the Army has already increased its active strength by as many as 30,000 troops since Sept. 11, 2001.

The issue is that our forces, particularly the Army, are not properly organized for the post-Cold War era. Too many skills needed on active duty are heavily concentrated in the reserve components. Too many of the active forces are not readily deployable. Too many military personnel — tens of thousands — are performing tasks that could and should be performed by civilians.

We have undertaken a range of initiatives to increase the pool of deployable troops within the armed forces and the quality of life for service members and their families. The result will be that individual troops will be deployed less often, for shorter periods of time and with more predictability.

With a professional, all-volunteer force, the U.S. military won the Cold War, liberated Afghanistan and Iraq, and has kept the peace in Asia and Europe. And the all-volunteer force will win the global war on terror.

In a stinging exchange, President Bush criticized John Kerry as "the wrong man for the wrong job at the wrong time," leaving us to wonder who is the right man for the wrong job at the wrong time.

The day before, Bush had already severed the remaining shreds of his logic by announcing that, "A political candidate who jumps to conclusions without knowing the facts is not a person you want as your commander in chief."

Like the link between Hussein and bin Laden, smoking Osama out of his hole, WMD, evildoers, Iraqis greeting us with open arms, Mission accomplished, the war is over, catastrophic success, the world is safer now, there will be no draft...?

So if you're still undecided, take his advice.

"No Direct Evidence of Plot To Attack Around Elections". The short version of the story goes like this. In mid-September, the FBI and CIA stopped in to tell Dubya that, according to the story, "Fresh intelligence had arrived pointing to plans for a mass-casualty terrorist attack before Election Day, bolstering previous indications that such an assault was possible on U.S. soil, according to accounts of the briefing provided to Mueller's and McLaughlin's subordinates. What's more, intelligence officials told Bush, there was reason to believe that the plotters may already have arrived in the United States."

So they announced today that, if there still is a plot, they haven't got a clue what it is. Don't you feel better? Must be one of those unknown unknowns.

An Oregon man discovered earlier this month that his year-old flat-screen TV was emitting an international distress signal picked up by a satellite, leading a contingent of local police, civil air patrol and search and rescue personnel to his apartment.
He was told to keep his TV off to avoid paying a $10,000 fine for "willingly broadcasting a false distress signal."
A new report hints that Republican voters may be severely ignorant of the truth. Bush backers largely think that the president and his policies are popular internationally. Seventy-five percent believe that Iraq was providing "substantial" aid to al-Qaida, and 63 percent say clear evidence of this has been found.
"Majorities incorrectly assumed that Bush supports multilateral approaches to various international issues -- the Comprehensive Test Ban Treaty (69%), the treaty banning land mines (72%); 51% incorrectly assumed he favors US participation in the Kyoto treaty -- the principal international accord on global warming ... Only 13% of supporters are aware that he opposes labor and environmental standards in trade agreements -- 74% incorrectly believe that he favors including labor and environmental standards in agreements on trade. In all these cases, there is a recurring theme: majorities of Bush supporters favor these positions, and they infer that Bush favors them as well."
Now that they lost their chance to get new laws passed, the RIAA decided it might as well go ahead and release its mid-year data, which shows a 10% increase in shipments. Unfortunately, there is a 90% decrease in anyone paying attention.

Oct. 13) -- Federal, state, and local officials are gathering information about allegations of voter registration fraud that were first raised Channel 8 Eyewitness News.

An employee of a private voter registration firm alleges that his bosses trashed registration forms filled out by Democratic voters because they only wanted to sign up Republican voters.

The allegations have set off a political firestorm stretching from Las Vegas to Washington D.C., and beyond.

As with everything else in this election year, it's now become a political football being tossed between the two parties, with charges and countercharges, but at its core, there still remains the matter of registration forms that were ripped up and tossed in the trash.

Who did it, and why? That's what official agencies will try to determine. On Tuesday afternoon, Las Vegan Eric Russell and his girlfriend took a packet of documents to the Las Vegas FBI office but left before filing a formal complaint about what Russell says was a deliberate effort to disenfranchise local voters.

Russell worked for a company called Voters Outreach of America, along with 300 other people. He says he got into a beef with the company over a pay dispute, and witnessed his bosses ripping up registration forms that had been filed by democrats.

"They were thrown away in the trash. I grabbed them out," said Eric Russell. One of those forms belonged to Daren Gray, who was shocked to learn that the re-registration form he filled out was never turned in.

"I'm pretty mad, upset. I'm still gonna vote," said Daren Gray. Russell doesn't know how many democratic registrations were tossed in the trash but guesses the number could be very high since Voters Outreach of America operated in Las Vegas for more than two months.

The FBI confirms that it is gathering information about the case but stopped short of calling it an investigation, saying it wants to talk to Russell again. Secretary of State Dean Heller issued a statement that his office is also taking a look, trying to figure out what if any laws might have been violated.

Nevada Democrats came out swinging Wednesday. "Most disturbing is that Voter Outreach of America is being paid by the National Republican Party and we ask how can people have faith in government if a national party is involved in trickery in depriving people the right to vote," said Clark County Commissioner Yvonne Atkinson Gates.

The Republican National Committee acknowledges that it hired Voters Outreach of America to register voters, but in a statement said it had zero tolerance for any kind of fraud.

Local party officials said there is no way the GOP would instruct the company to trash democratic registrations. However, similar problems have been alleged elsewhere. In Washoe County, the registrar says he too has turned over information to the FBI about Republican backed registration efforts.

In Oregon, the same company that was operating here has been criticized for its tactics in signing up voters. There, it used the name America Votes, which is actually the name of a Democratic organization.

Employees in Las Vegas say they too were told that the name of the company was America Votes. "They confused us with the name. They told us one thing and told the temp force something else. They told us America Votes," Russell said.

So, why has this company used the name of a Democratic organization as it signs up voters here and in Oregon? It's a question Eyewitness News is investigating.

In the meantime, Eric Russell is about to learn what it's like to stir the pot. He has already been attacked in other media accounts as a disgruntled employee who was fired and displayed a violent temper.

Russell was a disgruntled employee. He admits that if he had been paid, he probably wouldn't have talked. Even so, discrediting him doesn't explain the existence of the trashed registration forms.

A freak tie result in the presidential election could mean the House of Representatives would choose the next president, a scenario that would favor Republican incumbent George W. Bush.
But since the Senate would decide the vice presidency, Bush could end up with Democrat John Edwards.

If you thought the close 2000 presidential election was a mess, think about what could happen if the 2004 contest ended up as an Electoral College tie.

There's an outside chance of a tie because of the way the United States elects its president. Voters in 50 states and the District of Columbia select 538 representatives to the Electoral College. A winner needs 270 votes.

Nathan Ritchey, a Youngstown State University mathematician, calculates there's a 3.25 percent chance of a 269-269 tie in the electoral college. The odds have increased since late summer.

"Looking at the 10 closest states, there are 17 ways this can occur -- 17 out of 1,024 possible outcomes," said Ritchey, who has been tracking statistics in this year's contest between Bush and Democratic Sen. John Kerry of Massachusetts.

The odds of a tie fluctuates as states move on and off the "battleground" list according to the latest polls. After all, nobody a few months ago saw states like Hawaii, with four electoral votes, or Colorado, with nine, to be in play.

As recently as August, chances for a tie were only 1.4 percent, said Ritchey.

Even if Bush wins on Tuesday by a single electoral vote, there's still the possibility of a hitch.

A small town mayor in West Virginia, who is a Republican elector, may not cast his vote for Bush when the electors convene on Dec. 13.

"Gosh, I just don't know," South Charleston Mayor Richie Robb told Reuters. Robb said he admired the first President Bush but opposes the son's Iraq and tax policies. As a Vietnam veteran, he resents the attacks on Kerry's war record.

FAITHLESS ELECTORS

There have been a handful of so-called faithless electors in the last century but none have ever decided the presidency. Robb acknowledged he could find himself in that position, but said a bit nervously, "I don't think it's likely."

Robb is the only possible "faithless elector" who has made his views public.

There is no federal law requiring electors to vote according to the results of the popular vote in their states, but some states do bind electors to popular vote results.

The only previous tie was in 1800 when Thomas Jefferson and Aaron Burr each got 73 electoral votes. The House chose Jefferson and Burr, under the system then in place, became vice president.

If the Bush-Kerry race tied, Bush would have an advantage in the Republican-dominated House under a system in which each state gets one vote, based on the makeup of its congressional delegation. The House is expected to remain Republican-run on Tuesday.

But should Democrats recapture the Senate, the outcome could be Republican Bush as president and Democrat Edwards as vice president.

After the monthlong dispute over the 2000 race, ultimately decided by the Supreme Court, most of the calls for reform have focused on the mechanics of voting -- the voting machines -- not the system itself.

But another squeaker, or another election in which the winner of the popular vote didn't become president, would probably be unsettling enough to create momentum for at least some change.

"If it does go into the House, people would feel disenfranchised," said Candice Nelson, an elections expert at American University.

University of Florida political scientist Michael Martinez said he has been too preoccupied with the potential mess next week to worry about reform next year.

"It could be anything -- voter fraud in a battleground state, a fight over provisional ballots in Ohio, problems with voting machines in Dade County, Florida -- or all of the above. Or something neither you nor I have even thought of," he said.

The communications industry spent $704,000 on 450 trips for lawmakers on two congressional oversight committees, their families and staff members in the past four years, a watchdog group reported.
The biggest beneficiary was Rep. Billy Tauzin, a former chairman of the House Energy and Commerce Committee, according to a study being released Thursday by The Center for Public Integrity.

Tauzin, R-La., took 87 industry-funded trips to Las Vegas, San Diego, New York and elsewhere, at a cost of $139,000, the report said. Tauzin, who is retiring from Congress this year, stepped down as chairman on Feb. 16.

The center based its figures on congressional office travel records for members of that House committee and the Senate Science, Commerce and Transportation Committee.

Both have jurisdiction over communications-related legislation and issues. The committees also oversee the Federal Communications Commission, which regulates the communications industry.

Behind Tauzin was Sen. Conrad Burns, R-Mont., with 31 trips valued at $41,529, and Rep. Fred Upton, R-Mich., with 14 trips worth $27,398.

Burns defended his travel and said it's part of bringing better services to his constituents.

"Coming from a rural state, technology and communications have long been priorities for me as I work to bring our rural areas on par with bigger cities," said Burns, who chairs a Senate communications subcommittee. "I also require that any and all travel my staff or I participate in goes through a strict review process and complies with the rules of the United States Senate and the Ethics Committee."

Calls to the offices of Tauzin and Upton were not immediately returned Wednesday.

"If you are regulating an industry, it raises questions when you accept free trips and other perks from the same industry. It looks bad," said John Dunbar, lead author of the report.

Four British former inmates of the US detention centre at Guantanamo Bay have sued US Defence Secretary Donald Rumsfeld and others, saying they were tortured in violation of US and international law.

The four are seeking US$10 million damages and want Rumsfeld and other defendants held accountable for their actions, Eric Lewis, the lead lawyer in the case, said.

The plaintiffs are Shafiq Rasul, Asif Iqbal and Rhuhel Ahmed, all of Tipton, England, and Jamal al-Harith of Manchester. All four were released without charge in March and returned to Britain.
